Topless Whipping.

The headmistress calls Kelly to the office for a good whipping and decides to get in on the fun. Kelly is ordered to remove her shirt in preparation for her lashing. The headmistress also removes her shirt, ties Kelly up and proceeds to use the whip to turn Kelly's back a rosy pink. The headmistress loves being topless while whipping her naughty students into submission.
